Underfunded NHS spends our money on cartoons?

I came across a forum thread recently on a cartoonist forum whereby a cartoonist discusses the fact he's been commissioned by the NHS to draw a cartoon screensaver for NHS computers. He goes on to say he regularly draws cartoons for their internal staff newsletter.
Is is this how the NHS spend our money? People are dying due to lack of funding in the NHS and the related delays, dirty wards (MRSA) and yet one NHS hospital (perhaps more) is spending what can only be NHS funds on cartoons?
To give you an idea re the price for a single cartoon (as most cartoonists are reluctant to advertise their services) depending on the use, the fee ranges from 100 - 300. This is not anything close to what I charge (20) but you can see that this is no small amount of money. Though given the potential for wasting money that the NHS has, it probably is just a drop in the ocean.

Top-level comments on this article: (2 total)I agree with you Leah. I just read an article on the Washington Post about how the lawmakers recieve $250. for expenses when they travel. They don't have to account for it and they do not have to return any of it which they usually do not. There is so much waste it makes me sick. Thanks for the article.It is awful, especially when these services are allegedly cracking under the strain.
